I found a way to defrag individual GCF files, but it borked my game over. So I don't recommend it.

download, unzip, put it in your steamapps folder.
to run it, just doubleclick the defrag batch file.
should go through each game in your steamapps folder and defrag it.
I use this and sometimes the steam defrag tool they have but I find this batch file version better and faster.

load times increase for sure, don't think FPS will increase. that's all hardware/.cfg based.
